In a recent qualifying exam for permanent secretary positions in Nigeria’s Federal Civil Service, only 19 of 38 eligible directors met the requirements to advance, marking a significant elimination in the competitive recruitment process.
This outcome was confirmed in a memo released by the Office of the Head of Civil Service of the Federation (OHCSF) on Tuesday, November 12, 2024. Dr. Emmanuel Meribole, a representative of the examination committee, signed the memo.
The qualifying exams, conducted on Monday, November 11, were part of a broader selection initiative launched by the Federal Government in October to fill permanent secretary vacancies across eight states.

Eno Olotu, Director of Press at the OHCSF, clarified the ongoing process, saying, “Of the 38 eligible directors who sat for the exam, 19 have passed the first stage and will move on to the second stage, which will assess their competency in using Information and Communication Technology (ICT) in government operations on Wednesday, November 13, 2024.”
Olotu outlined the three-stage selection process, designed to ensure only the most qualified candidates are appointed.
Following the ICT assessment, successful candidates will proceed to the final stage, scheduled for Friday, November 15, where a panel of senior bureaucrats and private sector leaders will conduct further evaluations.
