The Kano State Government has issued a stern warning to a group known as the All Progressives Congress (APC) Patriotic Volunteers, cautioning that any activities by the association that threaten the peace of the state will not be tolerated.
The warning follows the APC group’s recent resolution to establish a “shadow government” in Kano, citing what they describe as the failure of Governor Abba Kabir Yusuf’s administration to steer the state in the right direction.
The National President of the group, Usman Alhaji, announced that members would be assigned to various ministries, departments, and agencies (MDAs) to monitor government activities and provide what they termed as “constructive criticisms.”
However, the Kano State Commissioner for Information, Ibrahim Waiya, swiftly dismissed the group’s plans, declaring the association illegal.

In a statement made available to the press, Waiya described the initiative as both unconstitutional and a politically motivated scheme aimed at destabilizing the state.
“In a democratic system like ours, forming a government within a government is entirely illegal and unconstitutional,” Waiya stated.
He emphasized that the concept of a shadow government exists in a parliamentary system, such as in the United Kingdom, where opposition parties appoint shadow ministers to scrutinize the ruling government.
Nigeria, however, operates a presidential system, which does not recognize such a structure outside of established legal frameworks.
Waiya further criticized the APC faction, asserting that their move is an attempt to regain political relevance after suffering electoral defeat.

“Democracy does not permit anyone to lose their sense of judgment simply because they have lost relevance within their party’s political structure.
The right to freedom of expression does not grant anyone the liberty to make reckless statements or take actions that undermine constitutional governance and the sovereignty of an elected government.”
He warned that any actions aimed at destabilizing Kano State would be met with decisive consequences.
“The Kano State Government stands ready to take action against any individual or group engaged in acts that could disturb the peace of the state, irrespective of their social status or political influence. Such actions will be dealt with in accordance with the laws of Kano State and Nigeria.”

Waiya also reaffirmed the legitimacy of Governor Abba Kabir Yusuf’s administration, stating that it was duly elected by the people of Kano and has already made significant strides in developmental projects and policy implementation.
“The NNPP-led government in Kano State, under the visionary leadership of Governor Abba Kabir Yusuf, remains one of the most focused state governments in the country, with clearly defined goals in key sectors.”
