The Federal Government has approved a monthly transport allowance of ₦70,000 for public servants for six months, beginning in November 2026, as part of efforts to cushion the effects of rising living costs.
The approval was one of the key resolutions reached at a conciliation meeting between the Federal Government and the Nigeria Labour Congress (NLC) in Abuja on October 27, 2026.
The agreement also addresses outstanding workers’ allowances, health workers’ arrears, minimum wage negotiations and other welfare concerns.
Under the arrangement, eligible beneficiaries could receive a total of ₦420,000 over the six-month period, although the government is yet to clarify the detailed payment procedures and the precise categories of workers covered.
Here are 10 key things public servants should know about the agreement.
1. Workers to receive ₦70,000 monthly
The Federal Government has approved ₦70,000 per month as transport support for public servants under the new intervention.
According to the memorandum of understanding reached at the meeting, the allowance will apply “across all levels”.
However, further clarification is needed on the specific categories of workers eligible to receive the payment.
2. Payment to begin in November 2026
The transport allowance is scheduled to commence in November 2026.
The agreement, however, does not specify the exact date payments will begin or whether the allowance will be paid alongside workers’ monthly salaries.
Public servants may therefore have to await further directives from the relevant government authorities on the disbursement process.
3. Allowance to run for six months
The intervention is designed as a temporary measure lasting six months, starting in November 2026.
If implemented according to schedule, the payment period will run through April 2027.
The agreement does not indicate whether the government intends to extend the intervention beyond the approved period.
4. Beneficiaries could receive ₦420,000 in total
At ₦70,000 monthly, an eligible worker would receive ₦420,000 over the six-month period.
The amount represents the cumulative value of the monthly payments and is not a one-off disbursement.
The actual amount received by individual workers will depend on eligibility and the implementation of the agreement.
5. Transport allowance separate from minimum wage
The approved transport support is separate from the national minimum wage and should not be interpreted as a new minimum wage arrangement.
Nigeria’s national minimum wage was increased from ₦30,000 to ₦70,000 in 2024.
However, disagreements over the effective date of the minimum wage arrangements currently under discussion were not resolved at the latest meeting.
To address the outstanding issues, the Federal Government and labour leaders agreed to establish a Minimum Wage Negotiation Committee, with meetings expected to begin immediately.
6. Payment procedures yet to be announced
Although the agreement specifies the monthly amount, commencement month and duration, it does not provide comprehensive details on how the allowance will be administered.
Issues such as whether workers must submit applications, the payment channel and the precise eligibility criteria remain unclear.
The relevant authorities are expected to provide further information to guide implementation.
7. State and local government workers urged to benefit
The memorandum encourages state and local governments to participate in the intervention process.
It also calls on labour unions to advocate for implementation at those levels.
However, the agreement does not establish that all state and local governments have approved the allowance.
Workers employed by state and local authorities will therefore need to confirm the position of their respective governments before assuming they are covered by the arrangement.
8. Outstanding peculiar allowance arrears to be paid
The Federal Government also approved the payment of outstanding peculiar allowance arrears, effective from May 1, 2026.
Disbursement is expected to begin in November 2026 and will be spread across three equal monthly instalments.
The memorandum does not disclose the total amount of the arrears or the specific sums individual beneficiaries are expected to receive.
9. Health workers to receive outstanding allowances
The agreement provides for the clearance of 19 months of outstanding allowances owed to health workers within three months, beginning in December 2026.
In addition, the National Salaries, Incomes and Wages Commission is expected to complete an assessment of the financial implications of adjusting the Consolidated Health Salary Structure within three weeks.
The assessment is expected to inform further consideration of the proposed adjustment, but no final decision on the salary structure change has been announced.
10. Other workers’ welfare issues still under consideration
The resolutions also address hazard allowances for agricultural officers and a proposed tax relief package for workers.
The beneficiaries and financial implications of the agricultural officers’ hazard allowance are undergoing verification, which is expected to be completed within two weeks.
Meanwhile, the proposed tax relief will be referred to the National Economic Council for consideration, according to the agreement.
The Federal Government and the NLC are expected to reconvene after one month to assess progress in implementing the resolutions.
What the agreement means for public servants
The approved ₦70,000 monthly transport allowance represents a temporary intervention intended to ease the financial pressure on public servants amid rising living costs.
For eligible workers, the six-month arrangement could provide a cumulative ₦420,000 in additional transport support between November 2026 and April 2027.
However, questions remain about the precise eligibility criteria, payment procedures and the extent to which state and local governments will participate.
The implementation of the agreement, alongside further clarification from the relevant authorities, will determine how many workers ultimately benefit from the intervention.
