The Federal Government has expressed concern over the growing trend of immoral practices associated with the “sign-out” tradition among students of tertiary institutions and secondary schools across the country.
Speaking during an enlightenment campaign on government policies, the Director General of the National Orientation Agency (NOA), Mallam Lanre Issa-Onilu, called for collective action to curb the practice, which he described as “immoral and against national values.”
Issa-Onilu, who was represented by the agency’s Director of Human Resources, Mrs. Ayisola Olowoyo, explained that while celebrating academic success is commendable, many students have now turned sign-out activities into avenues for indecent exposure and immoral conduct within school premises.

“The Federal Government is concerned with the growing trend of immorality among students across the country. Celebrating success is good, but for young people to start immorality — exposing and touching private parts within educational institutions — is against our national values,” he said.
The NOA boss further disclosed that the Federal Government would soon launch a National Charter of Values to instill discipline and strengthen moral consciousness across all sectors of society.
He also urged parents, teachers, and school administrators to take greater responsibility in guiding students against moral decadence, especially during celebrations that often follow academic milestones.

“Parents and school administrators should take serious steps towards cautioning their children and students from immorality, especially in schools,” Issa-Onilu added.
The NOA’s warning comes amid rising concerns from stakeholders over the conduct of Nigerian youths in schools and the need to uphold discipline, cultural values, and national ethics.
