The Federal Government has outlined specific requirements for civil servants who wish to make changes to their salary arrangements, names, or designated next of kin.

Grassroots Parrot reports that this information was communicated through a memorandum issued by the Office of the Head of Civil Service of the Federation on March 12, 2025, addressed to all Federal Government Ministries, Departments, and Agencies (MDAs).

According to the memo, the government has observed that civil servants making changes to their names and next-of-kin details often fail to submit the necessary documentation required for such modifications, prompting the need for this clarification.

“Further to the Circular Ref. HCSF/PS/CMO/IPPIS/I/VOL.I/508 dated 1st November, 2022 on the above subject, the Office of the Head of the Civil Service of the Federation has observed that some Ministries, Departments and Agencies do not attach the required documents which would facilitate granting approvals for migration of salary, change/correction of names, gender and next-of-kin within the shortest possible time,” the memo stated.

The document emphasizes that MDAs should be guided by Standard Operating Procedures for requests regarding changes or corrections to employee HR records on the Integrated Personnel and Payroll Information System (IPPIS) Platform.

With the implementation of the Human Resource component of IPPIS in the Federal Public Service, adherence to these requirements has become necessary.

The memo concludes with a clear warning: “Kindly note that requests that are forwarded to the Office of the Head of the Civil Service of the Federation without specific documents will not be processed for approval. Please bring the content of this Circular to all concerned for strict compliance.”
